OFWs in Italy start campaign against airport terminal fee

MANILA - Overseas Filipino workers in Italy are planning to initiate a signature campaign against the controversial P500 airport terminal fee to be collected by the Manila International Airport Authority starting February 1, 2015, recruitment consultant Emmanuel Geslani said in a news release.

On January 25, from 11 a.m. to 4 p.m., OFW migrant leader Junn Landicho, also known as Datuk Luwalhati who is initiating the signature campaign, will be on hand at the Basilica de Santa Pudenziana, the national church of Filipinos in Rome, to solicit the signatures of OFWs in Rome who will attend the Sunday Mass.

Landicho said the collection of airport terminal fees on OFWs buying their tickets online or abroad is against the Migrant Workers Act (or Republic Act 8042 as amended by RA 10022) which prohibits the collection of travel tax and airport terminal fee from legitimate OFWs.

He said over two million OFWs who travel to the Philippines for their vacation or renewal of contracts will be affected, and most of them will not bother to refund the amount due to the tedious procedure.

Unclaimed refund can amount to at most P1 billion every year.

Landicho’s Task Force - OFW International has joined the No to 550 Terminal Fee Coalition composed of OFWs, recruiters, migrant groups, and NGOs like the Blas Ople Policy Center.

OFWs are awaiting the decision of Pasay City Judge Tingaraan Guiling.

Noong nakaraang taon ang Manila International Airport Authority (MIAA) at ang Department of Transportation and Communications (DOTC) ay nagpalabas ng Memorandum Circular (MC08), Nakasaad dito na ang binabayarang Terninal Fee ng mga pasaherong dumadaan sa NAIA ay integrado na o kasama na sa halaga ticket ng sasakyang eroplano. 


Samakatuwid sa halip na direktang magbayad ng terminal fee sa airport, ang kaukulang halaga nito ay nakapaloob na sa presyo ng tiket ng mga pasahero. 


Sa unang tingin ay maganda, a-akalain mong wala ng abala at makapag dudulot ng aliwalas sa iyong pagbi-biyahe, kaya't hindi mo mapapansin ang plinanong panlilinlang.


Subalit ang tanong ay: "Papaano ang mga OFW, sila na mga exemted sa terminal fee dahil sa prebilehiyo bilang mga Bagong Bayani?" 

Agad ang kanilangg tugon, "Maaari umano silang mag-refund basta may proof as OFW o mayrooon silang ma-ipakikitang Exit-Pass. 

MAGANDA SA PANINGIN!!!

Subalit usisain natin ang panlilinlang na nakapaloob sa nasabing scenario: Sa mahigit na lima/pitong milyong OFW, Ilan ang may kakayahan na makapag-refund ng halagang limandaang piso at limapu 550.00pesos? Mga OFW na pagod sa biyahe, sabik na makita ang pamilya, kakulangan sa oras, haba ng pila, at mga iba't-ibang samu't-saring ka-abalahan?

Kaya mga kababayan, Susugan natin ang mga na-una nang pagtutol, Tutulan natin ang "tahasang panlilinlang na ito" na isang marka ng pandarayukdok nila sa atin bilang mga simpleng mamamayan. 

Sa pamamagitan ng ating mga lagda ay ipakita natin na tayo man ay hindi sang-ayon sa tahasang panloloko ng ilang mga namumuno sa ating bansa. 

Ipakita natin at igiit ang paghingi ng katarungan, Sapagka't hindi makatarungan ang harap-harapan kang nakawan ng mismong iyong pamahalaan.

Signup drive set against airport fee

Overseas Filipino Workers in Italy will hold a signature campaign on January on the Manila International Airport policy of integrating the International Passengers Service Charge (IPSC) or airport terminal fee in airline fees.



The group headed by Task Force International migrant leader Junn Landicho in an e-mail communication, said the signup on January 25 is set at 11 a.m. to 4 p.m. at the Basilica de Santa Pudenziana, the national church of Filipinos in Rome. According to Landicho the scheme is against the Migrant Workers of RA 8042 as amended by RA 1002 which prohibits collecting from legitimate OFWs a travel tax and airport terminal fee.

He said over two million OFWs traveling to the Philippines for their vacation or renewal of contracts would buy tickets online or at airline ticket offices abroad to include the integrated P550 airport terminal fee.

Landicho said that his group would be joining the “NO to 550 terminal fee coalition” along with recruitment industry, migrant groups and advocates led by the Blas Ople Policy Center.

The airport terminal fee ntegration was contained in a memorandum from Manila International Airport Authority (MIAA) General Manager Jose Angel Honrado and addressed to all airlines and concerned stakeholders that will took effect starting February 1,2015.

Under the scheme, the services of the air carriers will be engaged in the collection of the IPSC through its inclusion in the airline ticket.

The scheme will recognize all exemptions mandated by law including OFWs, Muslim pilgrims endorsed by the National Commission on Muslim Filipinos, athletes endorsed by the Philippine Sports Commission and others authorized by the Office of the President.

Exemption at the point of sale shall be subject to the presentation of an exemption certificate issued by the Philippine Overseas Employment Administration or the MIAA. Children aged two years and below are also exempted from the IPSC.
